Strange belt addition...

Hi Forum,
I've always been curious about this extra bit of leather added to the rear of my belt, does anyone know if there is a function for it?
My Y strap hook fits through it no problem, albeit more awkwardly if the wearer was to do it by himself.

Belt is stamped to JR32

Any insight is appreciated!

As a guess to give my two cents...I've seen this addition a couple of times, it could be a more convenient holder for an often used tool...wire cutters etc. I think it's a very interesting been there belt.
