What is the purpose of button holes on both front flaps? Men button shirts and tunics left over right and women button right over left. Always wondered why the two sets of button holes

Most of the pelzulanka is original and very nice!
The velvet (?) lining is very unusual (black astrahan or black quilted lining would be the norm here). These pelzes turn up from time to time, but in most cases with the lining cutt out so you see them with restored lining. A "hands on" could tell more...
