Imperial U-Boat Tinnie Opinions Please

I found this Imperial U-Boat style badge 2 1/8" wide by 2" tall today. It is like a tinnie as it is thin metal, but with no clasp or markings. Is this a genuine item? If so, what was it used for? Any value to it? There are no prongs on the back. Could this type be designed for sewing onto cloth?
