Has unusual inset attachment method with wire which can be seen on rear. Is this a fantasy piece? thanks

Both the buckle body and the insignia are authentic, but they don't belong together. There was a Bavarian civil servant's buckle, but it consisted of a crown surrounded by a serrated ring. I seem to recall this insignia also being worn by government personnel, but as a badge. Unfortunately, I have no pictures of it in use.
