Strictly civilian and likely a theatrical prop. It could also be Masonic - some of the Scottish Rite and York Rite degrees stage elaborate productions using a wide array of costumes that often include helmets like this.

Yeah....it's a Masonic Rites helmet......pretty much worthless unless misrepresented as something else!
