Prussian 25 year service badge for railway workers.

It looks like black enamel over brass . . Is that right or are my aging eyes failing me? The stamp on the back says .800 silver with the crown - I always thought the crown was a bad sign, or is that only when it is on Godet pieces.

I am not questioning the badge, only questioning my knowledge.
