It is indeed German. It was worn by an enlisted man in the 6th Telegraph Battalion.

This pattern strap was introduced in 1911, but this battalion was not formed until July 4, 1913. According to regulation, it was only officially worn until the dark blue dress uniforms were replaced with the new dress gray Friedensuniform in September of 1915. In practice, however, due to the exigencies created by the war, they continued to be worn in the homeland until the war's end.
Yours is a privately purchased enlisted man/junior NCO's strap, which would have been worn on a dress blue uniform. This Prussian battalion was located at the training grounds at Münster (Bezirk Hannover) and was part of the X.Army Corps.
