Visor cap question

Hi Guys.
I need some help on this on.
Earlier I was told, that the eagle to the right is from the Reichstelegrafenverwaltung and is coming from an armband, and it should be civilian.

Now I got this cap, with the same eagle, so is this cap civilian too ?
It is stamped:

SCHAU KOM.
II O.P.D. 14
BRESLAU

I believe that it is a postal service cap.

Civilian cap, postal service, Oberpostdirektion 14 Breslau, I think.
