Help, please with shoulder board cyphers

I know these go on shoulder boards and might be for some type of Feuerwehr, I'm not sure. Any help would be greatly appreciated. What shoulder boards would they go on?

they should be Feuerwehr. Here a set of some Imperial ones.

Yours devices are specifically for fire personnel. They would have gone on a civilian government official's uniform, rather than a military official's uniform.
