Nice pair of boots, to me they look Bulgarian or Romanian the style favored by Eastern European countries. They do have the 'shark nose' front surjesting early 20th century but don,t see the reinforced upper or side stitching going down to the soles typically found on German boots.

I have a pair of German boots I bought on the e stand. They have a house shoe shaped heal iron in the heals. Much un like your pair. Mine also have boot straps with cloth that looks a bit like the ribbon on an iron cross.
