Although the crown and the pips look good for the period, the board itself does not resemble anything that I am familiar with. Officer's boards should have some sort of colored darts in the cording. They look more like a Bundeswehr or East German strap to me.

Could it be an Oberstleutnant board, did they color dart those.
I know some Infantry regiments had green backing, but could it be for Jager and is that a Hesse crown?

All Imperial army era officer's shoulderboards had a color dart in the material, company grade, field grade, and general officers.
