I see this term often used in the German Imperial militaria arena but what exactly does it mean? I know the defnitions of Kaiserliche Marine and Reichsmarine but this term escapes me.

Never mind. If I hadn't been so rushed I would have searched the net. Winkipedia was very informative. Very interesting and little known naval force
