These are some data that I have found.

I would say that are pieces metal of Steuermann or Deckoffiziere, by the two anchors in the Kaiser's navy.
There were two grades:
The obersteuerleute that carrying two anchors-imperial crown, came from the school of specialists from Berlin. (OberDeckoffiziere)
The steuerleute single with two anchors. Came from the reservation. (VizeDeckoffiziere)

I'm probably the last person on this forum that should speak on these items , but I'm going out on a limb and say, I don't think these are German at all. They're not constructed like any German epaulettes I've seen before, and I can't imagine an Imperial Navy epaulette without the Kaiser's crown above the crossed anchors like on the shoulder straps you show. I would think that on Imperial Navy epaulettes, the crossed anchors, etc., would be down on the paddle part and not up on the shoulder strap.

Actually I'm not sure these epaulette, I thought that someone in the forum would recognize its origin, I hope for more opinions.
