Help with identifying Helmet Plates!!!

Hello, I was hoping someone could help identify these helmet plates?!? Are they Fire dept. plates? Or Prussian Army? Thanks in advance

Couldnt tell you the 2nd one looks like a Police Shako plate either pre war or post war .Rob.
