Hat Device ? World War One

This was found along with some WWI German military items. It looks like it could have been a cap device but now has the prongs broken away. It is made of multi piece construction (all brass). The top banner has the words MAIN WESER and the lower banner has the words HUTTE LOLLAR. The center has a stylized BE logo. The measurements are 3 7/16 inches tall X 3 inches wide. Railroad Official or maybe waterway official? Maybe someone knows the history of this old cap device. Thank you, Harry C

      Main Weser Hutte Lollar

I think this was Iron Works. So some kind of works cap badge??

      Cheers, Ade.

The crossed mining hammer and pick symbol indicates that it is connected the German Bergbau, a guild for miners. Here us their current website. http://www.v-r-b.de/ This plate is most likely from the headgear of a local association. They have been around since at least the 1800s.
