Unknown shoulder-straps

Got this pair of shoulder-straps today on a fleamarket and want to know what they are.







They are more narrow then normal soldier's shoulder straps.

I thought maybe officials of some kind. Railway, forestry or something like that.

Any info is highly appreciated

I think your idea that these are non-military (at least non-German military) is correct. I have been collecting German shoulder insignia for many years and I have never seen anything like them. You should post your pictures in the other countries forum to see if anyone there can help you out.
