It's a memory from obligatory military service. An ordinary soldier from IR 89 (you have his name and unit at the bottom). The poster is pre-printed and only name, unit and picture of actual soldier was added. These things were sold by photographers in garrison towns, it's not an official item. Many variations exist, these were popular also in other countries, and even after ww2. Although not an official document, these can be nice and decorative. And mecklenburg units are obviously much scarcer than Prussian. Good find!

I added a post ww-2 yugoslav one. Perhaps these existed in France too.
