Imperial presentation dagger?

I was offered this dagger or short sword, but I need help with translation. Any help would be appreciated.

Interesting French inscription, 'Roblin Brevete', and underneath 'Empereur d'Autriche'. The middle could be 'SMIR', short for 'Seine Majestaets Infanterie Regiment', but that's a guess.

From what I can see it looks like a civilian European hunting dagger.

The seven point crown and cipher is the monogram of the owner, a Baron or Freiherr with the initials HP

The writing is not a dedication but the the maker mark.
