I agree with Tomasz .....someone went crazy on it with silver paint. Probably done by someone who thought it needed some highlights and went a “little” overboard like a little kid. Probably could be easily removed with acetone or something similar....just to remove the “kiddy art” and leave the original black alone and silver frame.

Some would leave alone...but it needs to restored to original state vs. allowing it to remain in “kiddy art”

This is not paint loss. Silver is over the black IMO - and this is a silver paint, not blank metal.

That was my thought as well. I didn't comment when this piece was first
posted because I thought that surely the original poster having the cross
in hand would be able to see that iw was silver paint on the high spots,

It never occurred to me that the OP did not actually own the cross.
My bad.

IMO, paint is removed : I don't smell paint added with my finger.

We can see paint removed on 1813 and 1914.

My first impression : repainted. But with new inspection... not sure. I have only doubt on the oak and frame. Not sure for the W.

Right, the paint could be naturally abraded form the dates 1813 & 1914, but not from the deep parts of the oak leave and crown. Here was something artificaly handled, for me this looks still as silver paint. Similiar as on the frame.

I think it is paint loss. It appears to me that the black is on top of the silver. Perhaps the silver paint is a primer.

Looks like there are scratch and scrape marks on the outer edges of some of the leaves. Note that the veins of the leaves have more detail than black lacquered leaves. Also, note nail or needle marks on leaf edges. Crude tools have been used to remove paint? Frame also looks like paint that maybe some one tried to remove. There also appears to be shadows on the edges of the leaves that makes it appear that the black paint is on the silver coloured leaves. Child enhanced EK

I also think it is recently lost of paint, because of the bright silvertone. If it is a one piece and not magnetic, paint loss like this is fairly common on them (already noticed by Don D)!
