I saw this one too, and I like it, unlike all the fake Austrian bars out there. The one on the red ribbon is a Franz Josef commemorative. This guy was a long-serving officer.

Specifically, it's the Franz Josef Golden Jubilee Medal on the civil ribbon commemorating 50 years on the throne 1848-1898. Possibly, the guy was a staff officer or a Beamter (military official).

Thank you chaps . I have been buying a few Austrian enameled medals recently as the workmanship is top quality and they seem reasonably cheap compared to TR badges. And this bar had 2 enameled medals I did not have so it made sense to whack a bid in. Rob

The cross No. 7 is so called Mobilization Cross:

The ribbon on FJ 1898 Jubilee medal looks plain red, which means military type.
I think FJ 1898 Jubilee is the only Austrian medal, where red ribbon represents military type of the award.
All other usages of red ribbon, including FJ 1908 Jubilee cross, meant civilian type.
