Help with markings on sword

I was sent these pictures from a person who has this sword they want to sell. I haven't had it in hand yet, but it looks like a WWI era sword to me. Am I right on that account? Also, does anyone have an idea what the markings signify? They are the same on the hilt as the scabbard. I would appreciate your thought on this item.
