I think it´s a personal dedication to a wife or sweetheart:
Seiner lieben M.... von ihrem B....
("To his beloved M.... from her B...")
"Pf" could be the abbreviation of a place or town, "19." a date....
"M" and "B" are most probably standing for names - I personally think, one would not abbreviate "mother" or "brother"...

A nice contemporary engraving obviously dated in the year 1919.

I also like it, and I have its twin, but not damaged. I think the 'Pf.' could stand for 'Pfingsten', which I believe translates to Whitsun.
