He's wearing an EK2 and a Mecklenburg MVK2 on the medal bar, with a Mecklenburg MVK1 and an observer badge lower down. Part of the inscription is 's\l', or 'seinem lieben', a dedication abbreviation common at this time. It means 'with love to'. Really great photo, and this guy was in charge of legal issues at the Doeberitz flying school.
