Looks OK to me.
The oak leaf cluster is a seldom seen variation.

Very nice A-type core 1870 cross (accepted as the rewarded piece) and indeed a seldom seen variation of the 25 year Jubilee oak leave

But this is an unknown manufacturer's cross. Not an official award (IMO).
