Interesting Iron Cross Device

Love going through the boxes I packed away decades ago and finding these playthings. I do not know the purpose, but speculate it was for a flag streamer. It is uniface and hollow with the vent hole on the reverse. The cross measures 54.66 mm exclusive if attaching ring. Anyone have a positive idea and era; Weimar or WWI, ot WWII?
