    IMO he's correct. "War" means in this case a colonial conflict.

    As for the swords I have a general question. Do swords mean per definition that the order/medal is a battlefield award? Or is it much more general that awards with swords were awarded to military personnel while those without swords were awarded to civilians? F.e. several awards were created with swords even though there was no major conflict (f.e. Allgemeines Ehrenzeichen mit Schwertern) so this makes me question the idea that swords were only awarded for battlefield actions. Also if you look at the KVK 1st or 2nd class from the TR period, I believe the idea of the award with swords going to military personnel who in many cases were nowhere near a battlefield and those without swords going to non-military personnel is valid.
    My remark was refering to Kronen Orden with swords, which was awarded "für Verdienst vor dem Feinde" (see Statuten) on black ribbon with white stripes. Same applies to Red Eagle Order, but rather not to all awards in general.
