It looks like VERDIENSTZEICHEN der REPUBLIK ÖSTERREICH but it is not. Do not know what it is.

Right. Similiar corss was symbol of the 1st Republic (1918-1938), but this is not exactly the same. I suppose, something religious related.

I think I know what it is. I think it's Masonic and could be from the Scottish Rite. I traced the hall marks. It was made F.J.R. in Chester England in 1924.
