With swords, I think it is Reuss.
Waldeck have no swords unless if the ribbons are white, at least as far as I know I think that's how it is.

Agreed. The middle ribbon with swords is of Reuss (Fürstlich Reussisches Ehrenkreuz / Verdienstmedaille mit Schwertern)
