Wurttemberg Frederick's Order

I have noticed that the Knights cross 1st and 2nd class of Wurttemberg's Knight's Cross have ribbon loops that look like the type for neck orders. However, I have only seen these worn on ribbon bars. Does anyone know why the hardware is this way?
