Yes, it is Hungarian. A commemorative plaque, possibly refereing to the death of the Emperor Franz Josef (Hungarian: Ferencz Jozsef) in Nov. 1916. With his citation and siganture on the back (or an earlier medal, mounted into mourning rim after Kaiser's death).

Yes it"s Hungarian and it is saying:"Bízom népemben/ ügyünk igazságában" which means "I trust my people/ and in the justice of our case"
