Very nice period Grand Cross zweitstück. They were made as duplicates and also for store and museum displays. Here is one currently for sale of the exact same type as yours:

Right, the Emperor Wilhelm II wore the Grand Cross for symbolic reasons, but was not officialy awarded. Same as his grandpa
