Need help to identify ribbon.

I'd like to know what the blue ribbon is for on this bar. I assume it's Imperial.

I just found out from another member that it is indeed, Italian.
However, the crossed sword device is not correct.

It's the Italian War Merit Cross. Should not have swords, right.
