I need help identifying these should insignia, I believe that they might be 1914 era. But I am not sure. Perhaps for Prussian Blue Waffenrock?

Yes, they are for the tunic you named and would be from Baron von Sparr's (3rd Westphalian) Infantry Regt. 16.

Looking at these a little more closely, I think the numbers look more like the Bavarian style. I would suggest that they could also represent the K.B.16 Inf.-Rgt. Großherzog Ferdinand von Toskana.
