Wilhelm II Signed document

Hello all, was able to pick this up this morning, nice document dated 1890 and signed by Wilhelm II, anyone know what the document is for? My german isn't good enough to translate the whole thing, my gues is a veterans document but not sure.

It states that Landrath (state offiicial's title) von Rosenstiel of Bunzlan is named as a chairman within the veterans' organization.
