                I'm agree with Nightstalker, maybe for give an impression of WWI award? or distinguish it from the old medals. I'm not an expert on WWI medals from WWII.

                  One reason for the contrast difference could be that the obverse has been in contact with more oxygen than the reverse, e.g. several years displayed in a case or something similiar.

                  + the reverse seems to have something that looks like frosting (?).
