Award reg question

Have a group with EK2, friedrich Kreuz, and Bavarian merit 3rd class with crown and swords. So I get that you receive the EK2 and the cross of your homeland for bravery. But this guy was Bavarian. Why does he get the Anhalt bravery medal?

His unit somehow served with or supported an Anhalt unit and he, or his unit as a whole, was recommended and awarded their EK equivalent.

Or he was a citizen of Anhalt serving in a Bavarian unit. Or the Regimental Chief was a member of the Anhalt royalty.
