Observer Badge Construction

Since I've never owned one, I am curious. How many separate pieces are there to a Prussian Observer Badge? Are there 3 separate pieces (enameled flag, starburst background, and the wreath)? How are they attached to each other? It appears to me that the enameled flag is connected to the starburst background using folded tabs. Is this correct?

veeeeery far from being an expert...really a novice here ...I have a couple and yes the enamel thing is fixed with two prongs.
I would say stamped front, enamel square and then the backing..so yes three pieces..
please correct me if I'm wrong
