The cyphers are for sure not original to these boards

Are these boards slip-ons with straps missing or sewn-in boards?

These are slip-on boards, which are missing their attaching straps. The cypher makes sense with the black underlay. Though it looks like the cypher was moved (or something else was on the board previously), it's entirely possible that the existing cypher was moved when the Oberleutnant star was added upon promotion.
