    Aaaaaaaaaaaaaaargghhhhhhhhhh!!!!!!!!!!!!!!!!!

Should have suspected this: I have no clue how he could be found out at the moment, if not a general. With 18-24 years service time and not Reichsheer, he was most probably in the Weimar police, and either
    - a Luftwaffe Oberst in WW2 or
    - a Luftwaffe general who got one of the very rare Carl Eduard medals for non-natives of Saxe-Weimar.

We have to wait for Autengruber to continue his work...

    Grrrrrrrrrrrrrrr!!!!!!!!!!!

I could not resist one more try (the challenge has now become much more interesting).
There were three Luftwaffe generals who were natives of Sachsen-Coburg-Gotha and who had matching service time:

      Fritz Prestien:
However, he was a flyer in WW1, so should have been listed by O'Connor for the Carl Eduard medal.

      Walther Grosch:
Looks good: Had only KVKs, no EK in WW2. But no: Had the Saxe-Meiningen cross.

      Karl Halberstadt:
I really thought it was him! 24 years of service, Weimar police, born Gotha, no WW1 flyer. But: the photo in the bios series shows part of his ribbon bar. Only the last one or two awards can be made out: The last seems to be the Sudeten. It's not him either!!

I agree with Colonel Wilhelm Klink.
