I think it would be hard to find the small eagles separated from the medal bars because I would not destroy another medal bar to replace this one!!

Should I be looking a piece like this for the 4 year service medal?

forgot to check the reverse side of the service medals. There is another white- blue ribbon underneath the 18 year service ribbon. Maybe the soldier modified his older medal bar with the new regulations.

The stamps are usually in ink but this is in paper(?).

Don't worry about that. That type of stamping marks appears sometimes (mainly in Polizei, and different Beamter Amts).

Remark: order of medals is incorrect, the Ottoman medal being a foreign medal should be last on the bar behind all German medals.
