I'm not certain but I think its' a commemorative badge for Tirpitz's war time "Fatherland Party/League".

By the way, I think the ribbon isn't germane to the badge. I think the badge is a repacement for something else.

Ribbon would fit a Weimar era Prussian Fire Brigade long service award.

Completely forgot about that one, but yes, you're right. It's a spot on match for that ribbon.
