I'd agree. Given the hinge is on the right and the medals are mounted in "reverse" order, it's probably meant to wear on a civilian coat. Definitely an interesting mounting I've not seen before.

Thanks for the replies. I have only seen Prussian Frack bars before ,but i got this at a good price and couldn't resist.
