Pocket mirror contained in a red round box. Perhaps not a German, maybe Austrian? There is a signature but too hard to read. Interesting hat adornment and collar tabs. Any comments welcome and thanks in advance. daniel tarr817j

He's Engelbert Dollfuss.

He was officer in the Austrian Kaiserschützen, during WW1.

Later, he became Austria's Chancellor, leading a political movement with open sympaties to Italy's Fascist party. Eventually, in 1934, he was assassinated by Austrian Nazis.
