Turkish Award before KVK?

Dear Imperial friends, do you think the configuration on this bar is possible on any regulation era? Turkish War Medal comes before the Hindy Cross.
(Sorry not a KVK but a Front Fighter Cross)

This could possibly be the ribbon for the Hesse Ehrenzeichen für Kriegsfürsorge.

Tan, do not forget TWM ribbon is officially 2,5 cm. This is most probably 3 cm. On the other hand I have never seen a 2,5 cm. Ribbon

It could be any of these two awards, and there are even more, like the Hassian long service decorations.

In regards to "regulations": They were simply not always followed, so the precedence of awards should never be overvalued.
