This cross-- a nicely made if overly large patina'd bronze cross in second from left/bottom on this Frackspange, was instituted on 13 September 1915 for war merit by military personnel not at the front (with swords) and civilian contributions to the public welfare, particularly in volunteer war work (no swords).
There was a pinback class with swords and crown, awarded only 108 times.
