Can't give you much information other than to say that it's a long service medal for a member of the fire department. At least its a start...

This medal was for the "Free State" of Bavaria and used between 1920 and 1936. The 40 year is actually rather uncommon but these Weimar civil awards aren't very popular. In the U.S. this would probably go somewhere in the $50-60 range.
