What is the maker, is it Meybauer?... and is this blobby thick finish original?
    Comments/opinions welcomed.

    Thanks,

        Looks like someone spray-painted it.

I don't understand why someone would waste paint on a medal that had millions issued and could be bought for less than $20....

          it is magnetic.

I have no idea. it was just tossed in a trade for nothing so I took it.
It almost looks like something got on it and damaged the finish?

Not easy to judge from the pictures, but I'd assume also someone repainted a rusty one...

The maker mark is not Meybauer's "7". The Ehrenkreuz was awarded way before the PKZ and LDO number system was invented. It is unknown (at least to me) which maker used that "O.7".
