Thanks all!

There were a Gold grade and Silver grade 1st model and 2nd model, this 2nd model was awarded between 1908 and 1916.

I got all my information about these awards from this site (in German)

It says that only 234 pieces! of this medal was awarded but I do not know how reliable the information is. It is still a rare medal, this is first that I have ever seen in a case.

For this particular piece, recipient is unknown.
