It looks like it could be part of a carnival medal. Doesn't appear to be military in origin.

Hi,

I think, that it is from the society "Schlaraffia". And that is not carnival.
"SCHWERDT STUTTGART" was one of the main deliverers for several Schlaraffia Reyche.
