Kondor is correct. This is the medal that should be on the bar in place of that Hindenburg Cross.

Or perhaps a noncombatant medal as there are no bars on the ribbon. It could be either.

It's very unlikely an 1866 veteran, who would have probably been in his 60s at the start of WWI would have been a combattant in 1914 and may well have been dead by 1934 when the Hindy came out.
